Falcone is one of the more underrated and underutilized villains of the Dark Knight trilogy, but quotes like this show that he does get his moments to shine.

Without Bruce's interaction with Falcone, he may never have adopted the Batman persona at all. While the criminals of Gotham may rely on secrets and fright to maintain their control, they aren't immune to it themselves.
