More important than being Dexter's step-children, Astor and Cody are Harrison's half-siblings. After Harrison seemingly killed his father at the end of New Blood, Astor and Cody are the only family he has left. Even Harrison's surrogate mother, Hannah McKay - who Dexter left Harrison in the care of - is confirmed to have ed by the time of New Blood. So, it would make sense that Harrison would want to do what he did with his father and track down his blood relatives.

Even if Dexter somehow survived being shot by Harrison in New Blood, which with Hall's return now seems likely, his son is unlikely to want to reunite with him for a second time. Harrison shot Dexter on purpose because he saw his serial killer father as a villain after Hall's character killed an innocent man. Alone in the world, regardless of whether Dexter is alive, it would be logical for Harrison to be a big part of Dexter's continuation and for him to look for Astor and Cody for some form of salvaged family life.
