In episode 3 of Dr. William Nagel who has recreated the Super-Soldier Serum. The episode sees Zemo (Daniel Brühl), Sam (Anthony Mackie), and Bucky (Sebastian Stan) head to the island nation of Madripoor, where they follow a range of leads, including encountering past ally Sharon Carter (Emily VanCamp) to discover the doctor's lab, where he works for the Power Broker. During their encounter, Zemo executes Nagel, and the serum lab is destroyed.

Zemo first appeared in the MCU as the primary antagonist of the Avengers in Winter Soldier assassin, for the crime. This incident sparked the events leading to the creation Sokovia Accords and their g by only some of the Avengers, all of which tore the team apart and led to a rift between Tony Stark/Iron Man (Robert Downey Jr.) and Steve Rogers/Captain America (Chris Evans). Despite his success in causing a conflict within the team, separating the Avengers from their allies and sending many of them on the run (including Sharon Carter), Zemo ended up in prison by the end of Civil War after being captured by T'Challa/Black Panther (Chadwick Boseman).

In episode 3 of Falcon and the Winter Soldier, Baron Zemo is sprung from a German prison by Sam and Bucky so that he can help them to track down the source of the new Super-Soldier Serum. They use Zemo's s and resources to find leads that bring them to Dr. Nagel in Madripoor. After gathering further information from him, Zemo uses a pilfered handgun to shoot Nagel shortly before the lab is destroyed. Throughout his time with Sam and Bucky, although he is ostensibly aiding two superpowered Avengers, he makes clear that he still strongly believes Super Soldiers and the serum that creates them are too dangerous to be allowed to proliferate.

Head writer for the show Malcolm Spellman told super-soldiers, but killing the man who recreated the serum was the wrong way to stop him. Zemo has evolved greatly from his MCU debut, and those changes make for an enthralling viewing experience.
