From a narrative perspective, it makes perfect sense to restrict Eve's powers as it prevents her from being able to easily defeat every villain while allowing Mark to remain Earth's strongest hero, but if she were to reach her full potential, it's hard to imagine anyone matching Eve's strength.
The fact that trauma is able to override her mental block shows that she is capable of impressive features like healing herself while facing certain death alongside producing powerful blasts of energy. However, this is only the tip of the iceberg. She also managed to alter the air density during her fight with Conquest, and if she had absolutely no restrictions, Eve could simply tweak her opponents' matter to defeat or kill them, depending on her desired intentions.
Currently, the filters on her powers may make her seem a little weak and naive at times, but as she continues to master them, she will get stronger and more versatile.
