Red Hood have always had a rivalry, but after one particularly nasty fight, Nightwing crossed the line with one sentence that's absolutely unforgivable. During one of Jason's lowest moments, Nightwing its that he secretly wishes Jason had never come back to life.
Nightwing and Red Hood have occasionally come into physical conflict with one another. Red Hood used to be a true villain in his early days, and seeing the death and destruction that his younger brother was capable of, Nightwing finally its his true feelings about Jason in Nightwing #119 by Bruce Jones and Joe Dodd, and it's a good thing that Jason never learned what Nightwing really thought at the time.
After Jason threatens the life of his girlfriend and attacks Nightwing, Dick finally its the twisted thought that he'd been trying to avoid. Deep down, Dick truly wishes at this moment that Jason hadn't survived his encounter with the Joker - that he hadn't come back to life after his brutal murder. It's a horribly twisted thing for Dick to it, and it's likely that Jason would never forgive him if he knew.
Nightwing and Red Hood's Relationship Is More Complicated Than Most Comics Will it

The relationship between Nightwing and Red Hood has been difficult more often than not. In most interpretations of the story, Dick was fired from the role of Robin, resulting in him moving on and becoming Nightwing. But the mantle of Robin didn't stay empty for long, as Batman quickly recruited Jason Todd into the role, leaving both characters with complicated feelings. Dick didn't feel great about pretty much being replaced, and Jason struggled to live up to the example that Dick had set. While they eventually come to accept one another, their relationship also grows more complicated with time.
At one point, DC even positioned Jason as being Dick's personal Joker.
After Jason Todd's death at the hands of the Joker, he comes back to life darker than ever as Red Hood. Instead of being the bright and cheerful boy he was as Robin, he was now vengeful and full of hatred. Jason wanted nothing more than to eradicate crime and punish the Bat-Family, resulting in Jason and Dick fighting several times over the years. At one point, DC even positioned Jason as being Dick's personal Joker. After seeing the young boy whom he adored transform into a monster hellbent on killing him, it's no wonder that Dick wished that Jason had stayed dead.

And Who Would Blame Him?
Jason Todd's character has bounced around a lot in the DC Universe. He's been a hero, a villain, and an anti-hero. During some of his darkest stories, he was one of the most dangerous villains that the Bat-Family could face. He went after Dick Grayson, Damian Wayne, and Tim Drake. No one was safe from his anger. While it's unforgivable that Nightwing would wish death on the person he once considered a brother, it's also, unfortunately, completely understandable considering just how dangerous and demented Red Hood had become.
