While there have been mentions of this ominous evil several times, it's been implied that the tale was mostly a myth shared among pirates. Chapter #1150 might have changed this perspective by hinting that Imu is the origin of these treasures and legends.

The woman grew a pair of demonic wings and a tail, and manifested a trident in her hand, making her look like a traditional demon. Imu was also able to use their powers, which seem to come from an ancient grimoire, to transform the Giant Pirates, one of the most powerful and righteous crews in the world, into devils under their command. These abilities and their appearance are clear hints of Imu’s powers being demonic.
Imu’s Motives Draw Parallels to the Legends

After the release of One Piece chapter #1150, many fans began to find Imu’s motives and goals to align perfectly with the legends of the Sea Devil. One of the arguments brought up repeatedly by readers is the fact that the true leader of the World Government seems to be motivated to drown the world by using the power of the Ancient Weapon they own. Imu has been confirmed to have lived through the events of the Void Century, which means they are aware of the dangers of using these tools. Each time the weapons are fired, the level of the sea rises.
Imu has never appeared to have an issue with the idea of the world being covered by water, if Mary Geoise, the home of the Celestial Dragons, is safe.
