Not necessarily, this is a Jedi master of some 15 years fighting in his element and retaining a solid connection to the Force, whereas Anakin - as powerful as he is - has just had a huge emotional upheaval and is still getting used to channeling the Force emotively and ionately as the dark side demands.

I think it's fairer to say Obi-Wan was baiting Anakin, knowing he wasn't thinking at all clearly, he knew he could enrage him to the point of making a mistake, and a big mistake at that.

They already have the evacuation on Hoth as the beginning focal point, to therefore have to stage and shoot another evacuation on a much less interesting planet (those who have played the old Jedi Knight games and the original BF2 will tell you it's just Endor with more temples) would be a little redundant and would chew up another 30 minutes of runtime in an already pretty packed movie story-wise.

We'd get something closer to VIII where a good chunk of the movie is just "the rebels are running away and there's nothing they can do until this other plot arc resolves itself". It also makes the rebels appear even more desperate and run down than before, the title of the movie is "The Empire Strikes Back" after all, not "The Empire Puts Together A Plan To Strike Back At Some Point Either Now Or In The Next Movie", the striking back has already happened off screen and we're seeing the effects of it with the rebels running in disarray.

I think it's good they glossed over it, it allows for a greater degree of narrative freedom when writers later go back to explore it in detail, they're not restricted by such rigid canon because of some arbitrary detail like a hangar being set up in a certain way which is only shown for one shot in IV

Almost all movies "push a message", stories tend to have morals. One moral of Star Wars is that nothing is ever black and white, but the deeper you go into the grey (no pun intended) the further detached you become, leading many characters to hold extreme and polarising beliefs.

Another is that the little guy should never be underestimated, no matter their background or identity, everybody is capable of mighty things when they balance their mind and reach out with their emotions, good or bad.
