We'd get something closer to VIII where a good chunk of the movie is just "the rebels are running away and there's nothing they can do until this other plot arc resolves itself". It also makes the rebels appear even more desperate and run down than before, the title of the movie is "The Empire Strikes Back" after all, not "The Empire Puts Together A Plan To Strike Back At Some Point Either Now Or In The Next Movie", the striking back has already happened off screen and we're seeing the effects of it with the rebels running in disarray.
I think it's good they glossed over it, it allows for a greater degree of narrative freedom when writers later go back to explore it in detail, they're not restricted by such rigid canon because of some arbitrary detail like a hangar being set up in a certain way which is only shown for one shot in IV
