Well, so ever present carpet strips used for a century everywhere exist for exactly same reason - stone is slippery. Metal would be too and use of "tracked" metal plating(see Alien, Nostromo) still pose slippage risk when wet in real life. Rubber-like materials are an alternative in industrial settings, but they feel wrong under feet.
But one unexpected quality was mentioned - carpet isn't very reflective. Various energy weapons,laser radiation, etc. may reflect off bare metal. Even off rubber. But if you have same rubber in form of fuzzy surface and material is ablative, it would save from danger of being blinded by random refractions.

It's customizable kevlar armor which offers certain protection, enough to compensate increased damage in Survival mode (in which Dogmeat isn't immortal Essential but just Protected).
