If she would have been the next Doctor, it would have had "and introducing Billie Piper as THE DOCTOR" near the beginning of the end credits. I mean, I like Billie Piper so I'm all for more screentime for her but, I don't think she will be the Doctor.

Grant Gustin’s The Flash Did The Smallville Episode Tom Welling Refused To Film & I Couldn't Be Happier It Happened In The Arrowverse
The Smallville episode "Noir" was one of if not the worst episodes they had. I can't imagine trying to get people to sing, that couldn't carry a tune in a bucket, would make things any better. That and, I don't think that televised musical theater was as widely accepted then as it was in more semi-recent years.
