Is a knowledge of future events meant to imply a lack of free will? Assuming we're not jumping into the deep end with multiversal quantum entanglements, having a nonlinear, oversight perception of past, present and future doesn't mean that individuals lack free will. It just means those beings like the Prophets or the Organians have spoilers.

Certainly the idea of bi-regeneration would apply to Patrick Troughton's Doctor. When he appeared in The Two Doctors opposite Colin Baker, he was noticeably older than when his supposed final appearance years before in The War Games, with no explanation at the time.
