I don't think this is necessarily true. 15 is supposed to be a future version of 14, so 15 could have technically died without impacted 14. Mrs. Flood is presumably a PAST version of Archie Panjabi's Rani, so Mrs. Flood is the one who can't die without affecting Panjabi's Rani.

No, I don't think so. The time travel experiment that caused Omega to be lost was before the Time Lord order had been founded, and the Time Lords harvested regeneration from the Doctor. So, I think it can be assumed that Omega can't regenerate as he was an "ordinary" Gallifreyan when he was lost. Then the Doctor fell through from the other universe and Tecteun did what she did.
