The Agency is adapted by Jez and John-Henry Butterworth from a French series called Le Bureau de Legendes. The Butterworths' previous credits include writing for Edge of Tomorrow, Black Mass, Ford v. Ferrari, and Fair Game. The first two episodes of The Agency will be directed by Joe Wright, who has helmed several high-profile films, including Cyrano, Atonement, Darkest Hour, and The Soloist.

Fassbender is a good choice for the lead role, as he recently came off of work in the well-reviewed film The Killer. The actor was the grounding force of The Killer, enhancing the film's psychological drama as the protagonist embarks on a manhunt.
