The annual deadly event of Hunger Games winners have been and the horrific ways in which they seized victory over their competitors.

Every year, the Hunger Games calls upon one female and one male tribute between the ages of 12 and 18 from each of the twelve remaining Districts to fight to the death against each other. Katniss Everdeen (Jennifer Lawrence) and Peeta Mellark (Josh Hutcherson) famously co-won the 74th Hunger Games, but before this, only one victor survived, serving as a staunch reminder of what could happen if a Panem citizen were to defy the Capitol. While some tributes had prepared their whole life to participate in the games, others went because they had no choice. Some Districts in The Hunger Games had a formula for success that gave their tributes a leg up when they entered the arena.

There is no definitive answer to which District has the most victors since the winner of each of the seventy-four games that were completed has not been revealed. However, by drawing upon The Hunger Games canon found in its books and movies, it can be deduced that District 2 has the most known victors, sitting at five total. There would have likely also been far more victors from District 2 that survived across The Hunger Games history than those five given that District 2 (as well as Districts 1 and 4) was known for having “Career” tributes. Furthermore, District 2 dealt specifically with masonry and weapons manufacturing, industries that would have lent themselves to providing well-trained and lethal tributes for the Hunger Games.

Enobaria in the Hunger Games

The District 2 male tribute in the 75th Hunger Games, Brutus, proved to be quite adept with a spear, with Brutus winning an unspecified Hunger Games due to the third Quarter Quell only pulled from existing victors. In addition to Brutus, Enobaria was the District 2 female tribute for those same games and was especially known for her teeth, which she had sharpened to rip apart other tributes en route to a Hunger Games victory. Lyme (Gwendoline Christie) was also revealed to have been a victor from District 2 before becoming a Commander of Katniss views in The Hunger Games: Mockingjay. Though he remains anonymous, he is seen wearing the same uniform as those from District 2 one year later.

Although not making it into the final cut of The Hunger Games movies, Mockingjay's script also suggests that there was a fifth victor from District 2 as well. When Caesar Flickerman interviews Cato, he was originally meant to say, "Cato, you're from District Two, which has produced the last two winners of The Games" (via Screen Writers Network). Since he says this at the 74th Hunger Games, Flickerman is referring to the victor that used the brick in the 73rd games and an unnamed victor of the 72nd Hunger Games, also from District 2. Interestingly, if it weren't for this script, District 2 and District 12 would be tied for having the most known victors overall.

Given that seventy-four of the Hunger Games had winners and twelve districts to spread those wins, five victors from District 2 are hardly enough to say that they definitively had the most victories. However, District 2’s tributes were always depicted as particularly ruthless in their methods - simply using brute strength to kill in the Hunger Games. As a result, their primal instinct may well have netted them the most wins in The Hunger Games’ primal event, although much of its history remains shrouded in mystery to date.
