I'm going to give a controversial opinion. Starfield's biggest problem isn't the heavy use of procedural generated content, but the overall laziness that's slowly taken hold of Bethesda from Skyrim onward.
Yes. Everyone and their granny (rightfully) said that they want well made, handcrafted, and meaningful content. But I think procedural generation could be used to make more interesting, emergent gameplay with consequences if Bethesda truly leaned into it and give it more care than what they released with.
For example. There are already procedural generated small settlements and radient quest in the game (often very buggy, like there was one time I was on a lifeless planet and one of the settlers asked me their friend got attacked by local wildlife). So why not take inspiration from Morrowind's Bloodmoon where if you do some radient quest for procedual generated settlement, it actually grows larger like Kinggath's Sim Settlement mod for FO4? Like for example, a Chunks opens up for a settlement. And you can slowly see a random, single building settlement grow into a small town because of your involvement?
I'm sure if they tried to implement a system like this, there will be plenty of newer and more severe bugs (it's not like say... people LOVES Oblivion because of them). But at least it would be a more interesting way to experiment with the procedural generation Bethesda has leaning more and more into.
