Cad Bane's design could have been more faithful since his species appeared in the original trilogy with the darker blue skin and longer faces, so to me the BOBF design is more akin to the Grand Inquisitor's design in Kenobi where they could've done more with it to make it feel authentic.

That's what I was gonna say! New New Who doesn't feel like children are included in its target audience at all. No wonder the ratings are declining, families are turning off their TVs/not watching on streaming services.

Unfortunately human bloke Davros is due to RTD saying that Davros being in a wheelchair and deformed is offensive to handicapped people (yes, that's the real reason he's human bloke Davros now. No licensing problems, just actual "snowflake" shenanigans straight up)
